Under the Oklahoma Administrative Procedures Act, agencies must take public comment on proposed rules. OMBA tracks every ABLE filing that touches event service, files comments on the record with the trade's data attached, and testifies when hearings are held.

How influence actually works — and its limits

  2. File written comments on the record, with the annual survey’s data attached.
  3. Testify when hearings are held.
  4. Publish the State of Mobile Bar Service in Oklahoma report so agencies cite our numbers.

Comment, testimony, published data, open advocacy — never private inducement. Credibility is the association’s only real power.
