The Oklahoma Standard of Practice

Draft v0.1 · 2026-08-07 · Published in full so any operator can self-assess and comply without speaking to anyone at OMBA. Certification is open to non-members on equivalent terms; every denial carries a written reason and an appeal path.

1 · Licensing

  • Every person serving alcohol holds a current Oklahoma ABLE Employee or Event Bartender licence (37A O.S. § 2-121) — carried or producible at every event.
  • Operators run dry hire unless separately licensed to sell: the host purchases and owns the alcohol. Mobile bars may not sell alcohol in Oklahoma (ABLE FAQ — licences attach to a permanent approved premises).
  • A named person is responsible for compliance at every event.

2 · ID verification

  • Written ID policy in force. Recommended floor: check anyone appearing under 30 with a four-step verification (feel the card, do the date math, match the photo, hand it back).
  • Note: 37A O.S. § 2-164 ("Odell's Law") removed the checking requirement while keeping the penalty for serving a minor — a written always-card policy is the operator's good-faith defence, not a legal formality.

3 · Service limits

  • Bartender discretion to refuse or cut off service is absolute and never overridden by a host, guest, or planner.
  • No service to visibly intoxicated persons (37A O.S. § 6-121 — criminal liability attaches to the person who serves, regardless of who owns the bottle).
  • Recommended pour discipline: a defined house pour (many operators use 1.5 oz) applied consistently. ABLE sets no statutory pour size — the standard is that you HAVE one, publish it to staff, and hold it.
  • No drinking games, no drinks as prizes, no volume inducements (§ 6-102(A)(4)).
  • Open bar is lawful only at private functions not open to the public (§ 6-102(A)(4) exception). Weddings and private parties qualify; ticketed or public events do not — price-per-drink structures apply there.
  • No guest self-service of alcohol at any point.

4 · Hours

  • Nothing served or consumed outside lawful on-premises hours (37A O.S. § 3-125; hard stop 2:00 a.m.). Recommended: last call 15 minutes before contracted bar close.

5 · Insurance

  • General liability AND liquor liability insurance in force, with certificates producible to hosts and venues on request.

6 · Operations & professionalism

  • Written client agreements for every engagement.
  • Defined setup and teardown procedures, including securing all alcohol at close.
  • No consumption of alcohol by staff on duty.
  • Service documentation: a written record of any refusal, cut-off, or incident, made the same night.
